The Proposals
The proposal is to deliver a high-quality mixed-use development designed to be an attractive and well-connected place to live and work, close to existing communities, Seaton Delaval Station, and with connectivity to the A1 and A19.
The description of development is as follows:
Hybrid planning application for a high-quality mixed-use scheme comprising: Outline planning permission with all matters reserved except for access, for development of a local centre including retail units and a nursery (use class E), an Extra Care scheme (use class C3), and associated internal access routes including roads and sustainable transport routes (footpaths and cycle links); and Full planning permission for 350 residential dwellings (use class C3), vehicular access onto the B1326, internal access routes including roads and sustainable transport routes (footpaths, cycle links and bus route), diversion of part of the existing Public Right of Way (PRoW), improvements to the existing PRoW, open space and landscaping, and associated infrastructure including earthworks, substations, drainage, and skylark mitigation.




The development includes:

An Extra Care scheme of up to 80 beds, to deliver supported living options for those with a care need;

A nursery of up to 110 spaces, to provide a convenient childcare option for staff working at the Hospital, and those who reside nearby;
-
Retail facilities comprising up to 3 small retail units, offering a Local Centre within walking distance of the Hospital, existing homes, and the site;
-
350 new homes, delivering a mix of 2-5 bedroom homes offering choice of housing types and tenures, including 10% affordable provision;
-
Direct, safe and suitable walking, cycling, and bus links between the site and surrounding amenities, including Seaton Delaval and Cramlington stations and local schools;
-
Improved active travel routes throughout the site and beyond, including a circular recreational route for walkers, cyclists and equestrians.

Elements proposed in outline
A number of elements are proposed in outline, as the detailed design will come from end users and be submitted through reserved matters applications.
The outline elements of this hybrid planning application are all confined to the south-western corner of the application site, adjacent to the Northumbria Specialist Emergency Care Hospital (NSECH). The detailed layout and design of these areas will be addressed by future reserved matters planning application(s).
These elements comprise a local centre with retail units and a nursery (Use Class E), an Extra Care Scheme (Use Class C3), and associated sustainable and vehicular access routes into and through the site. A mobility hub is proposed within the Local Centre, providing access to, and information about, different modes of transport including Travel Plan Co-ordinator information, and real-time travel information. Detailed approval is sought for access, that being the primary access into this portion of the site, as shown on the proposed masterplan, with all other matters reserved.
Elements proposed in detail
For the remainder of the planning application proposals, detailed permission is sought. This includes:

350 dwellings (use class C3);
-
a new signalised junction access to the B1326 utilising the existing unused and gated construction/emergency access route through to the Hospital;

additional sustainable transport routes at/around this new junction to the B1326;
-
internal access routes comprising roads and sustainable transport routes;
-
dedicated road and pedestrian and cycle access networks to the local centre and NSECH, including a blue-light only route for ambulances;
-
the diversion of part of an existing PRoW;
-
improvements to an existing PRoW;
-
open space and landscaping;
-
ecological mitigation and Biodiversity Net Gain (BNG) areas; and
-
associated infrastructure including earthworks, substations and sustainable drainage infrastructure.
